That's because it was on ten or twenty minutes, and off ten or 
twenty.

Few AM operators used VOX, and the HV was never removed on 
the supply on CW between dots and dashes or words.

Bingo. People learned they could talk and enjoy conversation, 
instead of broadcasting.

That rules out disconnecting the HV.
