Check the fault protection diode on the outside edge of the filter 
capacitor board. See if it is shorted, or the small 50 volt capacitors 
near it. 

If it is shorted, you will get the symptoms you describe. 

You might have an open grid shunt also, or an open or bad grid 
meter. Check the ground on the metering board.
