This could be caused by loose gold-meltballs.  I would use a high-pot. 
tester to see whether gold-sputtering is the problem.  If it is, there is 
a simple procedure for moving loose gold meltballs into the base, where 
they won't cause arcing.  Typically, this procedure improves emission.
