There are many places to insert the resistor Ian, but anything on 
the rectifier side of the filter capacitor is a waste of time. All that 
does is decrease voltage regulation a needlessly large amount, 
while not providing protection.

The resistor must be between the energy storage (the filter 
capacitor) and the load that might develop a fault to be effective.
