The meter almost certainly uses an external shunt...so it really isn't a 5
amp meter.  If you look closely you might see "100 uA fs" or some such on
the scale in fine print.  Alternatively, measure its characteristics with
another current meter in series and some voltage source through a series
resistor.

Once  you know the meter's full scale current. use a series dropping
resistor from 5000V.  Where Rs = 5000 / Im.
