Impedance ratio, in a lossless transformer, is the square of the
turns ratio.
So you'd need a 1.5:1 turns ratio, which could only be accomplished
with a 3:2 ratio or higher multiple since 1/2 turns do not work on
transformers.
It could not be a true transmission line transformer. It would have
to be a conventional transformer or autotransformer.
