Solar/wind power should be affordable at those rates...

There are some photovoltiac powered homes, not very many. Wind is constant in areas due to trade winds, but in these areas the wind also is salt laden, so generating with a mechanical device is subject to salt corrosion and extreme maintenance. The few photovoltiac set ups I have seen are working great, a friend has one and has been off grid with no use of the commercial lines for a full year at a time. I guess people that have been raised here just figure its the cost of living. About a mile from me is a 50KW Am broadcast station, imagine the operating costs for that.
