It's not the Mercury per se, but the effect of a contaminating
atmosphere above it that will cause problems.
If you could pressurize the vessel slightly with an inert gas
such as Argon you would forestall the mercury's
degradation.
The next question is whether the electrodes will be
just touching the surface, e.g., floating, or will they
be immersed. If floating, the contact area will need to
be robust enough to counter the skin effect and if
immersed, will there be enough wave action to splash
the liquid metal around the vessel?
