Mark,

Another thought.  Some rigs will exhibit a higher rf
level during the first few ms of key up with carrier 
inserted.  You can use your inline detector as a source
to feed to a scope if you have access to one and you 
will see the actual rf peak levels in real time on the 
display.   Using a scope to measure the rf envelope
is the only way to get a real peak to peak  reading.
