The international limits can be found in ITU-R Recommendation SM329-10. The
limits there for amateur equipment are:
below 30MHz: 43 + 10 log P dB without needing to exceed 50dB
P is the PEP
above 30MHz: 43 + 10 log P dB without needing to exceed 70dB
P is just the power
The differentiation is because the people at ITU Task Group 1/3 (other than
the ARRL guy) didn't really understand that you can use PEP anywhere.
Nobody is sure if the limits for harmonics above 30MHz for a transmitter
operating below 30MHz are to be 50 dB down or 70dB down. When I asked at an
ITU-R TG1/5 meeting, I was hushed up as it was a can of worms nobody wished to
open.
The FCC in their latest update made a mistake in going only to 43dB, mainly
because it seems that it seems that Bill Luther of the international side and
Bill Cross of the amateur side didn't talk to each other enough!
