Maybe your meters are calibrated for RMS.

(All seriousness aside, it sounds like you need to
 invest, rent or borrow a calibrated set of meters
 so you can decide which is right. Then again, maybe
 nothing is right.)

You're tuning for maximum power deflection and
watching the Grid Current so that you can afford
a heavier Loading, so it might not matter what the
numbers actually are. 

I have a set of Coaxial Dynamic and Bird 43 wattmeters
in a test bench setup. None of 'em agree. One sees
more reflected power than another, and sometimes they swap
deflections.

Makes me wanna go out and get the old DX-3 back.
