If you have chosen the proper size contactors for the step-start and the
step-start resistor(s) are robust enough, no damage will occur. The only
damage will be to one's ego as the visitor's chortling gets louder as they
sit there waiting on the kerchunk. The proper timing for the kerchunk is
when the HV meter passes through 2/3 of its final resting place on its way
up. Anything shorter and you don't have a soft-enough start. Anything more
is not necessary, but not harmful if your relays, switches, and resistor(s)
are robust enough. Just like parasitic suppressors, the step-start circuit
must be custom designed for each application, using the HV voltmeter as a
gauge.
