[Amps] Clipperton L power output LOW

I recently bought a Clipperton-L -- I am probably the 4th or 5th owner.  
The AMP suffers from low power output and I am wondering if others have 
experienced similar problems.

The original 572B?s were replaced with new tubes made by ?CETRON? of Geneva, 
Il.  
by the former owner who estimates they have perhaps 20-40 hours on them.  The 
output 
circuit is modified to include 10M.  

All my measurements of power output were made with a DAIWA CN-801 wattmeter 
with 
the rig connected to transmitting antennas --- SWR a nominal 1.3 or less.  All 
TESTS were conducted in the lower power position (the CW-X ? SSB switch in the 
CW-X position).

I would have thought that 80 and 40M output would have been greater than 20 and 
15M output.

Something else that is puzzling ? the TUNE control while loading on 80M is in 
the 1.8 mHz position, but when uisng the AMP on the higher bands, the TUNE 
control is close to the dial marking for 7, 14, 21, (there is no 28 on the TUNE 
control because the 10M band was added later).

I've checked some of the doorknob caps in the final with an L/C meter and they
test OK.

Anyone else ever experience similar problems?  Any ideas on where to start.
