Dirty ceramic will certainly cause leakage. Clean it good and try it
again. Then if you really want to put it in there, be sure to run the
bias way up first and ease it down to make sure it idles at the expected
plate current and bias voltage. There is plenty of evidence that
another tube (GS-35B) can require double the expected bias for proper
idle current yet still perform properly with full output and apparently
good efficiency.
