I was wondering the same thing.

An argument could be made that in the last 20 years or so the ambient noise 
level has increased by 6 db or more (or pick your number). Everything under the 
sun seems to radiate noise from household lighting to the cell phone chargers 
to washing machines. The local utilities do a pretty good broadband buzz on 
most days just trying to carry AC not data.

It is prudent to be reasonable with your neighbors.  The neighbors who live 
near you and the ones near you on the bands, but it's also reasonable to have 
the capability to rise above the noise floor. So there is nothing wrong with 
having an 8K but it does mean the owner needs to be very prudent in it's use. 
And having the capability to exceed legal limits will sure be a temptation.

I've always thought the US power limit was set high enough to encourage 
amateur's to explore and learn a little about how to generate RF power.  There 
are a number of ham's on this list that at least got a start toward a career by 
playing around with RF and high voltages. These are really now uncommon skills 
but still useful in broadcast and accelerators.
