Step bits are relatively cheap when you consider you can get
up to 13 drill bit sizes in one step bit.

They are a little expensive, but this is the way to go. You
get nice round
holes. I try to drill from both sides which is a help. You
can get step
drill bits from good old Harbor Freight cheaply.
