I think there's tendency to use 'relative to PEP' over here, although often 
without stating the fact, and relative to one tone of a two tone signal in some 
quarters in the US, such as Eimac.
And it doesn't matter as long as you state which you're using. Same as receiver 
sensitivity measured in microvolts - EMF or PD.
