>From the description it appears that the DC voltages, currents and
metering functions are fine.
It does sound as if one or more tubes are defective. Try running with
only one tube at a time. Apply about 10-20W of drive on 80M. A good tube
should show some output and the Tune/Load controls will have an effect.
