The VW 411 station wagon in the '70's was very sensitive to RFI. My engine
would die when I modulated. So I moved the rig from my '411 to my van.

Just for kicks, I pulled up beside a '411 at a stop light and hit the mike
button. His car just sat there as we pulled away from the light...

If your neighbors lights don't go out when you key the HF transmitter
you are running QRP.
If you can't tune you amp on HF for a null using your neighbors lights
you are considered to be running QRP.
On VHF and above:
If you can't use your neighbors lights as an RF indicator you are
running QRP
If you can't use your neighbors lights as a calibration point for the
UHF/UHF antennas you are running QRP

This from a guy who doesn't own anything capable of reaching the legal
limit...except on 440...Here the power limit is 50 watts output on 440
so the 100 watt Icom has to be backed off to be legal.

Oh! If the tires don't skid when you key the mobile rig you aren't
running enough power.
