Dale..... At this point, I'm with the chap who mentioned the step start area. Those relays and accompanying parts are located on the PCB directly below the vacuum relay T/R relay. It is located kind of centrally at the top of the amp, under the top cover. I would check the resistors located below the large step start relays.
