REPLY:
Yes, almost certainly. Once a capacitor arcs, the blisters that form
are a source of corona which leads to decreased voltage capability in
the future.
If you can polish out the blisters, you should be able to restore full
ratings. Easier said than done, however. Most air variable capacitors
can be disassembled, which is difficult, but makes the polishing
easier. Good luck.
