John - is this the supply for the driver or are you going to be satisfied with 
that?  Suppose it is not enough?  Will the neighbors lights dim when you key 
it?  Are there off the shelf dummy loads available?  

This gives new meaning to the dispute of whether one-half of one per-cent 
absorbed in a parasitic suppressor resistor was "no" power, since it would be 
5600 watts.
