It is also known as an anode collet.  Basically it's a ring of finger stock 
which makes contact on the tubes plate.  Collets are also used in the 
metal/ceramic power tubes on the grid ring.  You would also see them in wide 
use with the coaxial tubes to make contact rather than the pin sockets.
