The filaments are ramped UP as well as down.
The time is a few minutes for tubes of that size.

The control ladder is kind of huge; before you
can turn on the filaments you have to confirm
that airflow is present.  And so on.  A subtle
thing here is that screen voltage is derived
from plate voltage so that if plate voltage drops
for any reason screen voltage also drops.
