You should measure the dummy load with an impedance 
analyzer. It may be that the load resistors have some 
inductance, resulting in the impendance being frequency 
dependent. High quality dummy loads normally use zero 
inductance resistors and usually have flat impedance 
characteristics, but they can be more expensive.
