Maybe the FCC required 10 meter circuit mods for licensed hams (required for U.S. sales I think) were botched, i.e. incomplete or not done at all. Check the parasitic suppressor for any signs of fooling around with nichrome wire. In other words, could be more than one thing wrong. Make sure the band switch is okay.
