The overshoot problem is a different issue.  My IC-706MKII would overshoot to 
140 watts on the first dit regardless of output power setting.  Duration of the 
pulse is a bit less than 2ms.  I've been told that the FT-857 overshoots to 
around 150 watts, and the TS-2000 to 180 watts but I haven't measured these.  
It would be interesting to compile a list of transceivers and their overshoot.  
FWIW - my Elecraft K3 has no overshoot.
