[Amps] Expert needed

Still having a problem with my 76 to 78 Alpha 3 hole Clone. 
No RF output. Parasitic if connected to low band antenna, OK if on beam on 160 
M.
No parasitic with just one tube in.  
 
I checked the plate RFC and decoupling caps, bias and plate voltage is OK, 
antenna and input relays OK.
 
Really scratching my head over this one.
 
Any ideas/help?
