I believe that at one time, there was a US mil airborne HF Tx that used a 
4CX350 with the whole PA compartment liquid cooled with a relatively inert 
silicone oil fluid. Although not quite as good as water, this is a possible 
approach, although I wouldn't know where to get a suitable oil.
