Why?

The specific heat capacity of water is much higher than oil. As long
as you don't boil it, then it will be able to remove more than that
oil for the same temerature rise.

My main concern with water would be corrosion - even if distilled, it
is likely to cause corrosion long-term. And contantly removing the
water and replacing it with air is probably worst then just keeping
the water there.
