Yes, surprising indeed Peter.

I'm not sure about UK consumer law, but here in Australia the equipment
vendor at the point of retail purchase has an overarching obligation to
market goods that are "fit for purpose".

Clearly a product that goes bang on the basis of being used on the normal
spread in AC mains voltage variation experienced across the country under
Australian compliance Standards for the power utility companies has a remedy
in law; a refund or replacement product.

This pragmatic no-nonsense policy sorts out the cowboys who market badly
conceived / spec'd products...

I still find it surprising (to say the least!) that the ETSI Standard
doesn't require operation over the +/-10% of nominal mains voltage. A
definite omission. Still, ERM TG26 is mainly concerned with maritime stuff:
at the last re-appointment of the Chairman, a candidate openly stated that
commercially available amateur equipment was not something to bother with,
not being important enough. He didn't get in - too many voting delegates
were amateurs! 

You might expect that amateur, CB and PMR446 could all fit together in one
group, but CB, PMR446 and PMR generally are a different group - chaired by
G4VVZ.

Presumably the amplifier meets the requirements for 8kV ESD, though.
