I am not familiar with this particular transformer. But if you are
drawing 21 amps and the voltage is still 8.75v then either
1. You are using the wrong taps.
2. Your line voltage is high.
3. The transformer is an old one rated for 230 or even 220v.
4. Your voltmeter is inaccurate. You should have one specified for "true
RMS" measurements.
5. It might be possible the transformer has a shorted turn or turns in
the primary. This might also make it run hot.
If the line voltage is simply too high for the transformer, you can put
a rheostat or variac in the primary to adjust it.
