Hi Steve,
I agree that any transformer can have a winding replaced, but would it be cost
effective, particularly with a small transformer? It would probably be cheaper
to buy a new unit.

If the transformer has a shorted winding, I expect it would go up in
smoke in short order!
Any transformer can have a winding replaced - they were actually
assembled that way.
