The CW ID on The aviation frequencies certainly can be an emergency communication. Knowing the ID, can tell you where you are located. This can be particularly helpful for new pilots who get lost easily. Getting lost while flying can be fatal.

I'll say it again:  CW ID on a repeater or beacon is not emergency
communication.

In fact, a slow speed CW ID is an excellent mode for that purpose, but
when blood is spilling and things are on fire, voice is king.
