Jim is right  I didn't mention what band.  I guess I was biased toward
it being the output relay.

It was on 15 meters so I would not expect there to be any padder caps there.

Have been getting ready for field day today, so didn't mess with it.

First thing I'll do when I open it up is to solder across the output relay.

##  watch out soldering anything across the output relay.   If a contact is 
stuck,  welded, bridged ,etc,
you dont want  1.5 kw back feeding towards the xcvr input relay contacts.

## U really just  want to temp go from the  load cap...to output connector.... 
bypassing the output portion of the
relay altogether.
