HF Packet Cluster Forwarding

One of our local sysops stumbled onto the packet cluster backbone on
10138.5 kHz.  We would really like to get connected - and probably have
the propagation and spare equipment to make it happen.  The calls that
I noticed included VE3CDX, KQ8M, KN4F and N4WW.  Who should I talk to
for the details ?  Please include phone number if you know it.
