It's kinda a dodge of DXCC rules.  4U is assigned to the UN and it's
virtually impossible to get a license to operate in YK, so a lot of
times you'll see people in UN "peace keeping" forces pop up in various
places signing /4U.  What with Golan Heights and other various hot spots
around the middle east, you end up seeing a lot of /4U activity there.
These people are authorized by their military commanders (or whatever)
to operate the radio, which permits them to dodge the selectively
enforced DXCC rules requiring the government of the host country to
give you permission to operate.

Two examples of the above:

 o all the QSLs I have from Syria are from /4U operators (save one, perhaps)

 o when's the last time the ARRL required documentation before crediting
   an operating from Mexico by a bunch of grigos?  until recently, it was
   virtually impossible to get a license there
