New Sprint Rules

For reference, here is the exact wording of the new NA Sprint rules:

1) Simultaneous transmission on more than one frequency is prohibited.
2) All contacts must be sent and received using means requiring
   real-time human intervention, detection, and initiation.
3) Once a participant is required to move frequency, another QSO cannot
   be made on the vacated frequency until or unless at least one subsequent
   QSO is made on a new frequency at least 1 kHz or 5kHz (as appropriate,
   based on the current rules for QSY pertaining to CQing and answering a
   station) from the vacated frequency.

I do not understand the intent of rule 2).  Ban tape recorders?  Ban gadgets
that copy CW?  Ban computers and keyers that send CQ, pause, and send CQ
again, without operator intervention?

Please clarify.
