NA QSO rule confusion

Maybe someone on the reflector can clear up some confusion amoung a few of the 
hams at work.... The NA QSO Party... the multipliers are states, but do you 
score them as states just once, or once per band? Some of think its just once, 
some think its once per band (and none of us have a copy of the rules!)
