Isn't there the rule that the transmitter (except for families)
used may only be used with one callsign for the contest,or

I see nothing in the rules prohibiting this.  Perhaps there ought to be
a rule about operators at a multi-single making QSO's with other callsigns
as a way of skirting the 10 minute rule ?

Regarding skirting the 10-minute rule by getting the rare DX to QSY ....

The rare DX could have said...
    
        "I plan to be on XX meters at ????UTC, QRZ?"
        
Or more succinctly...
 
        "No, QRZ?"
        
If the rare DX wishes to leave his industrial grade pileup to work another
station that has a industrial grade pile up, so be it.  What's the problem,
you missed the rare DX? I've missed plenty.  I suggest that we make a rule
that rare DX can't call CQ, and if they do, they must work US by call areas
with more time given to 6's if they are in Africa.  That should help level
the field and give me a better chance of working them.  But then, what is
rare DX?   
        
If we are going to make a rule saying that <insert large contest station call>
can't get a station to QSY, what rule are we going to put into place
for the single ops?

Please note that W2HPF was a single op, not assisted, last weekend.
He's listed in both categories in the high-claimed scores posted here
earlier.

Also please work me in SS CW this weekend! I'll be in the low-power
category again this year, looking for a new Atlantic Division record.

Couldn't PJ1B just call or work QR0QRM, but not log it? Then there's no
violation of the 10-minute rule in PJ1B's log.

I don't see anything different between this and working the rare DX with
another operator's callsign.
