oo cards

In answer to Derek AA5BT about largest number of OO cards.

I will summit my 37. 

When I was a novice in the early 60's I would get on 40 meters
running 60 watts and call cq with no takers for hours (I think this
early operating experience forced me to seek out similar results in
later life by moving to the arctic) and the OO cards came pouring
in for my 20 meter harmonic. Boy was I excited to get home from
school and check the mail for OO cards.
My real 7 Mhz qso's would be from around Nebraska and 9 land but
the OO cards would be from 1 and 2 land and even a 6 once. But alas
someone showed me how to tune the transmitters buffer/amp stage and
my "WORKED ALL STATES OO" stopped at 23.

Agreed, this is the one drawback of both ARRL and CQ 160 contests.  In
order to make a competetive score you have to suffer through endless
hours of daytime CQs.  Wouldn't it be nice if the 160 contests were
limited to 26 hours of operating time?

QUESTION: Why does ARRL 160M Contest rule 6(A) even exist? Its a reminder
to participants that the DX window should only be used for international 
QSOs. It was obvious to all of us in the contest who were trying to work 
DX in the "DX Window",  that many of the Stateside guys were making the 
majority of their Stateside QSOs......IN THE DX WINDOW...!  

Am I missing something in my understanding of what rule 6(A) is supposed 
to mean?  Or is it a rule being disregarded by most/many. Without clout, 
this rule is not worth the paper on which it is printed!  Well, rules 
which are disregarded may be changed if the majority of those working 
the contest want them changed. 

How about considering this for a modification of rule 6(A):
I propose that during the 160 Meter contest, W/VE stations can only 
"CALL" DX stations (answer their CQs) in the DX window and that W/VE 
stations can NOT solicit contacts (call CQ, QRZ, 'TEST', etc.) at all 
in the DX window.  This would result in much more DX being worked by 
many more W/VE Top Band DXers during the contest.  Of course, the big 
guns would probably be the first to work each DX station as they usually 
do, but then would have to search elsewhere for other DX stations. 

There would be no hogging of frequencies in the window by individual 
W/VE stations that are 'running' stations. This should please the vast 
majority of 160M contesters who would like to at least get a shot at
working the DX that the last guy just worked. If W/VE stations wanted 
to call CQDX they could do so just outside the 160M DX window. This would 
leave the DX window for rest of the multitude to answer DX stations' CQs.
Of course, in order for this 160M Contest rule to be effective, it would 
have to have some of the forementioned 'clout' in the form of the dreaded
"D" word................DISQUALIFICATION....from the contest). 

Is this too radical a rule change for the ARRL 160M Contest?  
How do the majority of 160 Meter contesters feel about it?
