LU vs contest free zone

W2XX said "the point might be made as to why the LU govt. did not check with
contest organizers before making such a decision."  ?????WHAT?????
A government check things out with people (especially FOREIGN, non-voting
people) before making a decision?????!!!!?????

I expect the LU government looked at the gringo government with their
28300 novice allocation and said, "this is the obvious place for a novice
fone band."
