This will be short.
1. Tech+ have not taken any comprehensive test relating to HF operating
other than 10 meters.
2. Extra's need a sub-band on 40 meters (below the broadcast band)
3. Open Book exams once again "Dumb-Down" the licensing structure.
4. One minute of solid CW copy is good for all classes.
A Negative = The new ops this creates would be "Totally Mystified" the
first time a major contest hit the bands.
A Positive = Each Contest Club should try to recruit the new blood this
would create.

As long as CW is "officially" dead as a mode,
why not open the amateur bands to any mode
anywhere? Just a thought.

Absolutely NOT! This is not a flame either. What we don't need in Amateur
Radio is chaos...and all this comment would do is to promote chaos. Our
society has a tendency to go this direction, but rules are needed. It is
hard enough to enforce the rules that we have. We need to separate CW and
SSB. I can see expanding SSB, but we need to keep the two separate.

Why are we not using this opportunity to request a 'phone segment below
7100? There is no ITU limitation on that in Region 2. My understanding is
that the absence of the "lower 48" from a prime contest/dx segment used by
the rest of the world (including KH6, KL7 and KP4) is basically an
agreement negotiated by ARRL within the IARU, and rubber-stamped by
subsequent FCC rules. What always galls me is to hear 4U1UN in New York
City - geographically surrounded by W2s - busy below 7100 in all the major
'phone contests.

I'm still weighing the pros and cons of the proposal. On the face of it,
I like it, but I'm not sure it goes far enough to really stimulate the
entry-level folks to get on HF. I will miss the Novice license, but agree
that it has served its purpose and is time to fade away.
In general, I would like to see a discussion of whether a power-based set
of priveleges would be a more attractive set of incentives than frequency
privileges. In Japan, for example, the only restricted band is 20-meters
(I may not be entirely accurate on this point) and the entry-level group
has much wider frequency access at low-power. I would expect this to give
the entry-level licensee a much greater exposure to general ham radio and
a much greater incentive to upgrade.
Of course, anything that gives the West Coast and advantage is fine with
me :-)

Here's a thought which, hopefully, will make some sense. ANY proposed
license re-structuring of the sort outlined in the ARRL's initial
proposal will have an impact on contesting. It seems fair and accurate
to say that the "proposal" is very soft as it stands. The League has
asked for input from ALL U.S. amateurs prior to solidifying its WRC-99
recommendations. So, as a group, we contesters have an opportunity to
provide meaningful input representing a significant number of amateurs.
The question becomes one of how we do that. Sure, we can do it
individually and in large numbers, and that would have some impact.
However, the chances are great that a contester's "position" would be
watered down because the inputs will vary a lot.
What about, using the very accurate synopsis of what is being considered
that has already appeared on this reflector, developing a comprehensive
questionaire to solcit input from contesters? That approach would insure
that everyone who visits the subject on this reflector would respond to
the same set of facts. It might also reduce non-productive argument and
flamage. Over the next several months all contesters who use this
reflector could complete the survey (after taking the time to really
think through the proposals and their impact on contesting). Prior to
the ARRL's "deadline" for input the results of the contesters' survey
could be tabulated and formed into a "Contesters' Position Paper" and
presented to the League as input. Rather than look like and be perceived
as XXXX number of disjointed inputs reflecting various individual
positions there is just a chance that it might be perceived as an
organized, well conceived position of XXXXX number of amateurs involved
in a significant aspect of our hobby.
Just a thought. If it seems to have merit, I'd be willing to draft a
questionaire and/or tabulate the results of same and write it up for
submission.

The fact that they are considering changing the test back to
actually having to copy CW (as opposed to a multiple guess exam)
indicates that it is far from "dead." Amateur Radio may well be
the only place where CW is alive and vibrant in the coming decades.
What does this have to do with contesting? The fact that CW contests
seem to be as popular as ever, and the fact that the modes don't mix
very well in crowded conditions. It's tough enough with the amount
of SSB we now have in the CW subbands. Please don't make it worse.

Sorry, I know I saw something about this in the subject column a while back
but I deleted a batch of messages without reading them. How silly of me.
Anyway, is there an amp reflector out there? If there is I would like to
know so I can ask the question about my contest amp (Alpha 374A). It has
bandpass and/or manual tuning and I really enjoy the bandpass tuning
especially during sprint. It works fine (bandpass tuning) on all bands but
20 all of a sudden. I hear arcing going on when running on 20 and there is
no power out. Manual tuning works fine on 20. Anybody, know what could be
the problem? Just replace the blackened parts? I haven't taken the cover off
yet.

There may have been some discussion on this topic a year or so ago, but I
can't remember the verdict if there was.--A young budding contestor friend
of mine is planning on getting a cw filter for his FT900. In a ragchew last
night he said since the 250hz is only $10 more than the 500hz he is planning
on getting the 250hz. I advised him that that may be too narrow for working
contests, especially in the "run" mode. He doesn't run power or big antennas
and he advised me he does a lot more S&Ping than running. Well, he may have
a point there.
I run 500hz and we were wondering what advice the experts could offer before
he spends his donero? What would you advise him? He is AB7QE BTW (17 yrs old).

I very rarely hear any CW in the SSB subbands. Mainly because a SSB
signal wipes out CW much more than vice versa, in my experience.
I really don't think you can sneak a CW signal in anywhere. I have
a very difficult time copying CW under SSB QRM, but the reverse is much
easier. Just notch it out. You can't do that with a SSB signal which
is inside the CW RX passband. Try it with a weak CW signal sometime
and you'll see what I mean. More grist for the mill.
Agreed, let's hope all this helps rather than hurt HR & Contesting.
