[CQ-Contest] IARU HF rules, maps, zone info

Rules for this weekend's IARU HF Championship (starts at 1200Z Saturday) 
are on the ARRL web pages at:

A couple of useful things were left out of the page with 1997 rules - 
including a map of ITU zones, and information on how to figure out your 
own ITU zone (especially useful for W/VE).  They can both be found as
