No, tail-ending is dumping your call in as the last station worked is
finishing, before the "QRZ" or equivalent.
This delay business triggered my "pet peeve" nerve, though. To me, the
most annoying -- nay, destructive -- thing a rare DX station can do is to
wait for the pileup to subside and pick up the last person left calling.
This quickly leads to everyone delaying a little more, then re-calling,
until the pileup roar goes on almost forever. The rate goes down the chute
and everyone is frustrated.
If it happens that you are still calling, because your call is longer, so
be it. But when I'm doing the running I will try to answer the FIRST
station from whom I get a usable callsign fragment, and I wish everyone
would do the same.
