I think this is the best idea yet.
Like Ward said it would eliminate the Big-country little country complaint.
Then again, I think no matter how fair you try to make it there will always
be somone that will complain that it is not fair.
But I think it is still great, 3 points outside your zone, but you can
still work your zone for the mult.
Sounds like a winner, that is more "fair" than outside your country rules.
