Paul, there is one way that electronic QSLing could work...that is if
everyone obtained a strong encryption program such as PGP (it's free)
which generates both a Secret Key and a Public Key.  You can even
electronically "sign" your encrypted QSL for authentication purposes.
Editing, tampering, fraud and cheating becomes impossible.

NOTE:  Please refer to the article written by N4XX in the August 1998
       issue of QST on page 26.  The article is called "A Public-Key
       Cryptographic Solution to an Age-Old QSL problem".  It answers
       most of the questions you'd have as to how it works, etc.
