Quote "The frequencies from 28.3 through 28.35 MHz are designated
as a non-contest window. Stations may not call CQ Contest in this
window." End quote

Page 105, Dec QST under Miscellaneous, 6.4 

Nothing in it which pertains to USA stations.

The log of 3V8BB should be disqualified for a violation of the
above rule.
