shouldn't be soliciting contacts on those frequencies

a log, there's nothing to penalize them for. You
won't incur any penalty or risk by answering them, any
more than you would if you coaxed a ragchewer into
giving you a point. On the other hand, if you are
competing don't try to get around the rule by using
"QRZ contest" or something similar instead of "CQ";
this would be in clear violation of the intent of the
rule and you would be risking disqualification from
the contest.

  Has anyone ever been DQ'ed from an ARRL contest for
breaking the non-contest zone or DX window rule in 
the 160 contest???  It seems stupid to have rules like
these if you don't enforce them. And how do you
enforce
it. Is N1ND scanning the band during the contest 
weekend taking a list of calls ??? It also seems if 
someone complained to N1ND who do you believe ??? Do 
you just automatically believe the accuser. What's 
stopping someone from falsely accusing a competitor
to purposely get him DQ'ed.
