I think most contest sponsors are only limited in the number of
plaques that they issue due to the cost.
If anyone feels strongly enough that a new plaque would be of value,
my first suggestion would be to propose the addition of the plaque
along with a check for $50 to enable it.
This technique is working very well for the Boring Amateur Radio Club
where we had over 30 plaques sponsored in the last event. And that is
just a little podunk contest!!
